Tender description

Lincolnshire County Council, as the Waste Disposal Authority, currently collects mixed recycling but is looking to move towards a source separated approach. Following a successful trial of separated paper and card collections across 7 158 households within 3 Districts, LCC is looking to establish contract/contracts with providers to whom we will direct source separated paper and card. We will be rolling out the source separated collection on a District by District basis and would like to meet with providers who have the capacity to take the current tonnage of cardboard and paper collected in order to understand the current market position and to inform our specification and the commercial arrangement. The Council currently collects mixed recycling from households but is moving to source separated cardboard following a successful trial. The Council has run three trial projects for source separated paper and cardboard across the County since September 2019 involving 7158 households and has been popular with residents involved. We intend to roll the trial out across the seven Districts within Lincolnshire starting with Boston Borough Council in Spring 2021 followed by North Kesteven District Council in Autumn 2021. The dates for South Kesteven District Council, West Lindsey District Council, East Lindsey District Council, City of Lincoln and South Holland are currently to be confirmed but we believe they will all be source separated paper and card collections by 2024. The Council is looking to establish a contract/contracts with providers to whom we will direct the source separated paper and card. We intend to procure the contract(s) and this exercise is to gain a further understanding of the market, the likely interest and to inform our specification and commercial arrangement. The Council is looking to meet with providers who currently have the capacity to handle the volumes the Council expects and not the providers who do not (for volumes see below).
