Tender description

Over the last 5 years Scottish Water Commercial department has undergone a transformation period moving to a large in-house capability. Scottish Water is now going to the market to seek a framework to supplement our in-house capability and now wishes to enter into a framework agreement for the provision of commercial services to provide assistance with the delivery of its Capital Investment programes across Scotland for an initial 3 year period with 3 x 1 year extension options. There will be 3 lots in the tender: Lot 1 Commissions and Secondments; Lot 2 Regional Services; and Lot 3 Specialists. The commercial services framework suppliers in lot 1 are expected to work with Scottish Water Commercial team to support delivery of commercial services throughout the business. This may involve secondments, commissions and consultancy services. The scope will include but not be limited to: — quantity surveying, — cost auditing, — commercial and contractual assurance, — cost estimating, — cost engineering. The commercial services framework suppliers in lot 2 are expected to work with Scottish Water Commercial team to provide localised services to support delivery of commercial services throughout the business. This may involve secondments, commissions and consultancy services. The scope will include but not be limited to: — quantity surveying, — cost auditing, — commercial and contractual assurance, — cost estimating, — cost engineering. The commercial services framework suppliers in lot 3 are expected to work with Scottish Water Commercial team to provide specialist services to support delivery of commercial services throughout the business. It is anticipated that this will involve individual, project specific commissions The scope will include but not be limited to: — development of people; — focused audits — cost and procedural; — technical price reviews; — market intelligence and capability support in project and programmes of works; — project Controls; — independent estimating; — contract strategy input and support; — risk management; — buildability input; — specialist design/technical input from a cost perspective; — dispute resolution; — cost and data capture of out-turn costs; — 2D/3D/4D/5D take-offs/design/scope reviews; — BIM contractual support.
