Tender description

South Central Ambulance Service NHS Foundation Trust (SCAS) is being awarded the lead contract for NHS111/Integrated Urgent Care (IUC) services by the Hampshire and Surrey Heath Partnership from June 2021, which comprises the following Clinical Commissioning Groups (CCG): 1) NHS Surrey Heath CCG; 2) NHS North Hampshire CCG; 3) NHS West Hampshire CCG; 4) NHS Southampton City CCG; 5) NHS Fareham and Gosport CCG; 6) NHS South Eastern Hampshire CCG; 7) NHS Portsmouth CCG; 8) NHS North East Hampshire and Farnham CCG; 9) NHS England. The contract award notice was published on 3 April 2020 (ref 2020/S 067-160620). This Prior Information Notice confirms the contracting authority's commissioning intention to direct award sub-contracts for the provision of aspects of this service directly to the two incumbent providers for local out-of-hours primary care, namely North Hampshire Urgent Care (NHUC) and Partnering Health Ltd (PHL), as detailed and published by Hampshire and Surrey Heath CCG Partnership in both their published prior information notice and contract award notice. Sub-contract 1 is to be awarded to NHUC and the sub-contract comprises three service elements: (i) Clinical Assessment Service; (ii) Face-Face Appointments; (iii) Home Visiting — for the area covered by North Hampshire, North East Hampshire and Farnham and Surrey Heath CCGs. Sub-contract 2 — this sub-contract comprises two service elements: (i) Clinical Assessment Service (ii) Home Visiting — for the area covered by West Hampshire CCG, plus the provision of a GP to work in the IUC 24/7 across the Hampshire and Surrey Heath area. The portal also includes a copy of the registration for a market engagement event inviting interested parties to attend virtually via MS Teams the event planned for 11 a.m. to 1 p.m. on Wednesday 23 September 2020 where key SCAS personnel and representatives of the commissioners will be happy to answer questions relating to the intended strategy and direct award. The value of the two sub-contracts is based on a 5 + 2 year award across all participating organisations, as laid out within the justification document available to any registering organisation. If any interest party has concerns or are not content with these direct award sub-contract intentions outlined within the published and available documentation, please raise this via the Proactis e-Tendering portal in the first instance within 30 days of the Prior Information Notice. The closing date of the Prior Information Notice is midnight on 21 October 2020.
