Consultancy Services for Small Sites Delivery in Hammersmith and Fulham

Tender description

The London Borough of Hammersmith and Fulham (LBHF) has secured funding through the Greater London Authority (GLA) Homebuilding Capacity Fund (HCF). The Council is now seeking external consultancy services to evidence the capacity of small sites within the borough to assist in enabling housing delivery. The key objectives for the Council are to:  commission studies to identify small site land availability; suitability; and the potential capacity of small sites for new housing1 in the borough.  identify barriers to delivering small site development in the borough and establish mechanisms2 to overcome constraints to delivery  create a training programme for members on emerging London Plan policies, particularly on small site development and on the Council’s housing delivery agenda. The work is set in the context of the emerging London Plan which emphasises the importance that small sites (0.25 hectares in area)play in contributing towards the supply of land for new homes in London. A proactive brownfield first approach is expected, and Policy H2 Small Sites of the Draft London Plan has identified small sites as playing an important role in meeting London’s Housing Need. The policy suggests that boroughs should recognise the evolving nature of local character when identifying suitable small sites (below 0.25 hectares in size) for delivery. Policy H2 includes a ‘Small Sites’ target for all local authorities in London to achieve: Hammersmith and Fulham’s small sites housing target is 259 units per annum, out of a total housing requirement of 1609 unit per annum. This represents a 16% small site target. It is important to understand where these sites are and how much development they can reasonably accommodate, and this study is expected to contribute to the Council’s effort to achieve these targets.
