Consumables for IVF Equipment: This contract has been awarded to Cooks Medical UK Ltd without seeking offers through a formal procurement procedure. Competition was absent for technical reasons. Under clause 6(1) (b) (ii) of the legislation, a contracting authority may award a contract without competition (only where no reasonable alternative or substitute exists, and the absence of competition is not the result of artificial narrowing down of parameters of the procurement). In this case, the grounds for not exposing to competition are as follows: The centre has worked with Cook Medical UK over the years to perfect the materials used in the highly specialised procedure of human ovum harvest, the manipulation of the human ova and the replacement of the embryo. The consumables are designed to be used with the suction pump which the Centre purchased several years ago, and which is still fit for purpose.
