Summary of the work The accessibility audit is to follow the WCAG-EM process and provide a detailed report including priority findings and recommendations to meet the AA standard, using a range of accessibility aids and browsers, including the form of words which will be required on the accessibility statement going forward. Latest start date Monday 5 October 2020 Why the Work is Being Done The audit will test the website against the AA standard of WCAG2.1 and note where it meets AAA standard. The audit will also test to ensure the site meets the legislative requirements of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. Problem to Be Solved The website is managed by Ipsos Mori for NHS England and is required to comply with the legislative requirements of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 by 23 September or as soon as possible thereafter. Who Are the Users As a patient I want to know how my GP practice is doing. As a health professional I want to know about the experience of patients at various GP practices and be able to compare and analyse the results. Existing Team The supplier will be working for NHS England Insight and Feedback team but may also be liaising and supporting Ipsos Mori and their web company Kicktag Websolutions Ltd. Experts by experience are people with lived experience in this case of using various accessibility aids as a day to day user of websites as part of their normal lives. People who have first hand experience of what is and is not accessible on a website. 2. You state that the audit is to follow the WCAG-EM process. Does that mean you want the results reported using the WCAG-EM Report Tool at https://www.w3.org/WAI/eval/report-tool/? The WCAG-EM process is fine, but our experience is that the reporting tool is very clunky and it would be difficult for you to transfer the data into other formats such as an issue tracking tool or even a spreadsheet. Would you accept other report formats as long as the WCAG-EM process is followed? Yes. We require the process to be used but do not specify the specific format for the reports. 5. Your requirements state "note where it meets AAA standard". We cannot note that anything is AAA conformant without testing it for AAA conformance, so can you confirm that you want a full AAA audit? We required an AA audit. However if the supplier notes which elements are AAA compliant that is desirable. 6. Your requirements state "The audit will also test to ensure the site meets the legislative requirements of the PSBAR". This is a lower standard than a WCAG 2.1 AA audit because the PSBAR allows exemptions for certain types of content. Can you confirm that you want a full WCAG audit that includes content that would be exempt under the PSBAR? Yes, we require a full VCAG 2.1 AA audit. 7. Do you mean you want us to provide a description of how the testing was done? Or do you want more comprehensive information such as details of the non-conformances, the user groups that are affected, the extent to which they are affected and any workarounds that are available? We require more comprehensive information including the non-conformances, workarounds etc to include in the accessibility statement. 13.
