Tender description

KCC would like to engage with Eco Bus shelter/Bee friendly bus shelter providers in regard to supply, installation and maintenance of Eco bus shelters for the whole Fastrack network and to agree a preferred supplier and product as the Fastrack service network and local housing develops. This PIN provides notice of a future opportunity to provide Eco Bus Shelters/Bee Friendly Bus shelters for the Fastrack Bus Rapid Transit network in Ebbsfleet Garden City, Kent. KCC would like to engage with Eco Bus shelter/Bee friendly bus shelter providers in regard to supply, installation and maintenance of Eco bus shelters for the whole Fastrack network and to agree a preferred supplier and product as the Fastrack service network and local housing develops. Fastrack has operated successfully since 2006 and is a key element of the substantial developments being constructed in Kent Thameside. The developments are designed to be served by sustainable transport modes and, without Fastrack, it is forecast that there would be significant additional traffic congestion and air pollution on the local road network. Fastrack is therefore vital in increasing the modal share to public transport from private cars. It already has high specification Fastrack bus stops along Route A and Route B however these now need a refresh and as Fastrack is a test bed for innovation we wish to make sure that the new bus stops remain to a high specification and now as ecofriendly as possible. KCC requests that interested suppliers express an interest in this opportunity and provide their thoughts and expertise to assist KCC determine and shape the specification. The solution can be a new design or based on an existing design used elsewhere. The Eco bus shelters provider will be expected to include: 1) A plant roof to attract pollinators such as bees, butterflies and other insects (e.g. Sedum plants or can any other plants that are pollinator attractors); 2) Use sustainable materials, that are responsibly sourced and that have low environmental impact; 3) Contain recycled materials and a min. of 50 % to be recyclable; 4) Include accessible seating for passengers; 5) Use of Ultra low energy LED luminaires; 6) Have ‘live’ successful deployments of green Eco bus shelters to show as case studies or detailed designs; 7) Ability to add Real Time Information and media displays showing realtime Fastrack and train information along with targeted local advertising; 8) Financial benefits to KCC for allowing advertising. KCC are open to recommendations of how solar panels could be incorporated into the Eco bus shelter when there are already plants on the roof. Providers that are interested but are not registered on the Kent Business Portal should register at the following address in the first instance: www.kentbusinessportal.org.uk The Council intends to hold a competitive tendering process during 2021, via the Kent Business Portal, to secure these new Eco bus shelters and is publishing this notice to enable the option of reduced OJEU advert timescales. It is the Council’s aim to make the Invitation to Tender (ITT), process as easy as possible for tenderers to complete. It is anticipated that the initial contract of supply and maintenance will run for approximately 7 years with the provision for two further 12-month extension periods and a commencement date of March 2022.
