Tender description

FLAP are required by MOD for use in equipment and platforms across each of the FLCs. It is therefore critical to ensure that all product specifications used within Defence are fit for purpose. This is achieved by ensuring that robust assurance mechanisms are in place, during both the procurement cycle and the subsequent introduction to service. Individual product requirements are defined by Defence Standards (DEFSTAN), which in-turn are informed by NATO Standards Agreements (STANAG). Consequently, failure to review and update these standards, in line with the emergent commercial market, may result in unavailability of endorsed products and/or proliferation of OEM proprietary branded products within the MOD inventory. Requirement: DSFA requires the provision of external technical support to meet the range of tasks outlined in the Statement of Requirement at Annex A. The requirement includes a technical review of specified DEFSTANs by FLAP Subject Matter Experts (SMEs) to ensure currency, from both an editorial and technical perspective, resulting in production of revised documentation for approval by DSFA. DSFA also requires that the technical review of DEFSTANs includes the provision of evidence-based recommendations for the replacement of those specifications with commercial standards where appropriate or possible.
