Tender description

The ONS seek the provision of a Foreign Direct Investment (FDI) survey transformation. Foreign Direct Investment (FDI) refers to cross-border investments made with the objective of establishing a lasting interest in the host economy. It plays an important role in a country’s long-term economic growth, including the creation of new jobs, new and more efficient management practices, and technological progress. ONS has a very short timescale for meeting the needs of customers, at the pace they demand. ONS therefore intends awarding a contract to a third-party provider to deliver end-to-end capability from data collection through to results processing on an outcome-based arrangement, with ownership of systems residing with ONS. The benefits of this approach are that ONS will manage and support the survey solution, reducing the reliance on a medium to long-term contractual arrangement with a 3rd party. The new capability will be both strategically aligned and apply ONS’ standards and principles, allowing it to learn from the fresh approach introduced by a supplier using cloud-based technologies. This experience and knowledge will be used to validate and/or further improve ONS’ strategic capabilities. Following market engagement and a discovery and Alpha phase to prove the approach is viable, development needs to commence with effect from early September for ONS to capture new data, which is not otherwise available, with effect from March 2021 in order to support negotiations for future bi-lateral partnerships outside of the EU following the withdrawal of UK from the EU.
