Tender description

This VEAT notice concerns the proposal by the MOPAC to modify an existing contract during its term under Regulation 72 of the Public Contracts Regulations 2015 (‘PCR’), for which a modification notice under that regulation will be published in due course. In the interests of transparency the MOPAC publishes this VEAT notice to inform of its intention to modify the following contract and on the following basis: Traditional Forensics Managed Service Provider Contract (ref SS31502), between the MOPAC and Eurofins Forensic Services Ltd - The MOPAC intends to extend short-term price uplifts, originally applied for 1 year from 1 April 2019 to 31 March 2020, for a further period retrospectively from 1 April 2020 to the end of the initial contract term expiring 15 December 2023. The intended effect of the price uplift extension is to align with the national policing approach to maintain stability in the external physical forensic marketplace, by maintaining current spend levels, adopting a holding position until 2022, to provide forensic service providers with much needed stability and prevent further destabilisation of the marketplace. The MOPAC price uplift extension beyond 2022 will be subject to a benchmarking exercise to ensure that the MOPAC continues to receive value-for-money and remains competitive with national pricing levels. For the avoidance of doubt this VEAT notice concerns the proposal to modify an existing contract under regulation 72 PCR and not the award of a new contract.
