Tender description

A Meet the Buyer’s Webinar and an initial Market test event has been scheduled for the rough sleeping, support and accommodation services. The council would like to share the upcoming plans for the Council’s Rough Sleeping, accommodation and associated services procurement with providers. It is intended the service will be procured this financial year with a contract start date of 1 July 2021. This is not an invitation to tender. Newham Council has developed its Homelessness and Rough Sleeping Strategy and is looking to implement the core part of its strategic vision through experienced service providers. The Council responded to the Covid-19 pandemic emergency phase under the ‘everyone on directive’ and provided accommodation and support services for rough sleepers. The Council has continued to develop and enhance offer based on intelligence and demand to support individuals whilst in temporary accommodation with a view to move on to more settled longer-term accommodation. The Council has enhanced the pathway to include support for those who are more complex and vulnerable, including those who are NRPF. Newham council is developing an Intelligence Led model for Rough Sleeping. This will include person-centred plans for rough sleepers, to enable a sense of belonging and purpose in the wider community. The service will develop an integrated outreach approach to Rough Sleeping Pathway’s for service users. The integrated support would include but not be limited to, accommodation and non-accommodation support, including floating support, immigration, education, training, and employment support. It is intended that this would sit alongside a network of complex supported accommodation for those with identified higher needs, to support with substance misuse, mental and physical health and female only accommodation. The Council has developed a strategic vision for the service and further details of this will be provided on Monday 14 September 2020. It is intended that the service will work with partners in health and across the system to ensure a joined up approach to care across the borough, with a focus on improving the longer term outcomes for Rough Sleepers, particularly those who are ‘complex and entrenched’. It will also support those with no recourse to public funds to access available opportunities. In addition, Newham council is looking to commission a range of accommodation options that meets the varying and complex needs of rough sleepers. We are inviting individual organisations, partnerships or consortia to attend this Meet the Buyer’s Event. Service commissioners will provide a webinar to update the market about the strategic vision and invite organisations to take part in a market test exercise. Details of organisations attending the events will be shared with everyone attending as well as published with invitation to tender documents. This is to allow organisations an opportunity to network and/or form partnerships in order to provide the Council’s Supported Living and associated services. If organisations do not want their details to be shared with everyone then please indicate this on the registration form. Organisations will also be given the opportunity to ask commissioners any questions. All questions and answers will be shared with attendees of the Events. This Event may be followed by an extended market test and full details of this are not yet known. The Service Commissioners may want to explore with organisations the solutions they currently offer and some of the challenges they come across. The Service is under increasing budgetary pressure and is keen to explore how providers secure additional funds. We are looking to achieve a service model that will provide positive, realistic and achievable outcomes for the service users. It is intended this pre-procurement webinar and market testing will inform the service specification and key outcomes as well as the procurement process. It is intended that a commissioning intentions summary will be circulated following this PIN early week beginning 14 September 2020.
