Tender description
Concession contract The London Borough of Tower Hamlets (LBTH) operates under a Corporate Landlord Model to standardise the way we manage all of our buildings. The Council is seeking to create a framework agreement for the provision of ‘Live In Guardians’ that is, guardianships services to look after our empty properties allowing the Council vacant possession within reasonable time frames. The framework will be at nil cost to the Council. The contractor will have a list of suitable guardians who have undergone back ground checks ready to be allocated to sites. A guardian will be a single adult who will be allocated some space temporarily in an empty property. They will perform small duties such as fire testing and reporting of repairs regarding the fabric and H&S of the property. The guardian will have a 28-day notice period licence provided by the contractor and approved by LBTH and will pay a reduced sum of money to the contractor on a monthly basis in return for to use the specific area of a building. The value of the contract is estimated to be between GBP 400-500 000 over the live of the framework (48 months). This is a voluntary concession contract notice as the value is not above the OJEU threshold that requires publication of a contract notice.
