Tender description

Efficiency East Midlands Ltd (EEM) is a not for profit consortium which establishes and manages a range of framework and DPS agreements. Our membership has now grown to over 200 public sector organisations including Housing Associations and ALMO’s, local authorities, NHS trusts, education providers, blue light services, government agencies and charities. EEM have also established a formal collaboration with three like-minded procurement consortia — Westworks, South East Consortium and Advantage South West. EEM wishes to procure and enter into framework agreements with multiple suppliers for the supply and distribution of a broad range of construction related materials. The framework will be tendered and awarded based on the following lots: Lot 1: Trade Specific Supplies, this lot will have four trade sublots; Lot 2: Managed Solutions, this lot will have two sub-lots. Efficiency East Midlands (EEM) are conducting this tender exercise on behalf of our membership to establish a set of trade specific materials supply agreements. Suppliers appointed to lot 1 will support members through the supply and distribution of materials which fall in to one of the following sub-lot categories: Sublot 1: Electrical Materials, Sublot 2: Plumbing and Heating Materials, Sublot 3: Timber and Joinery Materials, Sublot 4: General Building Materials. It is envisaged that up to six suppliers will be appointed to each of the specific sublots. This lot (and sublots) will be used by members looking to appoint trade specific suppliers to meet all their material requirements. Following an initial review of requirements EEM will determine the most appropriate sublot and advise the member accordingly. Each call-off contract set up under this lot will be for materials within a specific sublot and will likely involve a traditional service delivery of over the counter collections and deliveries. Additional services maybe be provided by the successful suppliers to enhance this traditional service and options my include but are not limited to van stock management, preparation of pre-picked ‘kits,’ out of hours supply and simple electronic ordering/invoicing systems. Under this Lot EEM will provide members with a managed price book with all suppliers being required to provide the same price for every member regardless of size and location. Efficiency East Midlands (EEM) are conducting this tender exercise on behalf of our membership to establish a framework for the supply and distribution of a broad range of materials. Suppliers appointed to lot 2 will support members through the supply and distribution of materials through a fully managed solution or ‘One Stop Shop’ type arrangement. It is envisaged that this lot will be used by members who are looking to partner with suppliers who can provide a full range of materials across multiple trades. Call-off contracts may be project related for example the provision of materials for a housing development or longer term relationships to act as the primary material supplier. Suppliers appointed to lot 2 will support members through the supply and distribution of materials which fall in to one of the following sublot categories: Sublot 1: Managed Service, Sublot 2: Managed Stores. It is envisaged that up to to 10 suppliers will be appointed to each sublot. The managed service sublot will encompass the traditional requirements for over the counter collections, deliveries and van stock management but will also involve a range of enhanced options which will provide members with the most efficient, cost effective and tailor made solution to meet their requirements. Additional services maybe be provided by the successful suppliers to enhance this traditional service and options my include but are not limited to preparation of pre-picked ‘kits,’ out of hours supply, full IT integration and consignment stocks. Full details of the service delivery requirements are provided in the tender documentation. The managed stores sublot will be for the setting up and management of a dedicated stores facility which will provide members with their own facility which manages the supply and distribution of all materials. It will encompass all the traditional elements of the managed service sublot but in addition will include the location and leasing of premises, management of staff, security, utlities, etc. Full details of the service delivery requirements are provided in the tender documentation.
