Tender description

The London Borough of Lambeth is hosting an event to introduce a procurement process that will cover the appointment of two asset delivery partners, for the North and South of the Borough. The procurement process is expected to take place over the next 9-12 months and is planned to follow the restricted procedure. The contract will have two main functions; to specify and manage major work projects (planned and procured by the Strategic Asset Partner) and to empower and train the client team to self-manage major work projects. The contract is expected to be for an initial term of 3 years with two options to extend by a further year (3 + 1 + 1). The form of contract is expected to be the JCT Consultancy Agreement (Public Sector) 2016 amended to incorporate standard council conditions. The contract will be divided into two geographical lots and will have a total value of approx GBP 1 055 010.00 per lot. The estimated date of publication is 12 October 2020, though this is subject to change. This contract is for the North Asset Delivery Partner for a geographical half of the borough. Their two principle functions will be to specify and manage major work projects (planned and procured by the Strategic Asset Partner) and to empower and train the client team to self-manage major work projects. The scope of the works to be undertaken in this contract includes but is not restricted to: • multi-disciplinary technical support co-located with Council officers -empowering front-line staff through knowledge transfer and data rich systems, interfaces and integration; • projects and schemes will be: — specified in line with the Council’s key priorities — sustainability, compliance, decent homes, — costed in line with Council, Strategic Asset Partner and leaseholder expectations, — procured via the Dynamic Purchasing System to ensure ‘best fit’ contractors, value for money and transparency, — delivered in time and on budget, — exemplar and quality driven. It is currently anticipated that the proposed asset delivery partner contracts will start on the 24 May 2021 for the initial term of 3 years with two options to extend by a further year (3 + 1 + 1).
