Tender description

The authority is looking to identify an experienced support provider to deliver targeted, independence promoting, transitional support for 23 vulnerable young people and adults at a site that was previously used as a sheltered housing scheme in Havering. The provider will support individuals (care leavers and adults with low to moderate mental health and/or learning disabilities) to fully develop their independence skills and manage their properties and tenancies effectively to enable them to move out into the wider community. The provider will work in partnership with the on-site supported housing officer who will provide intensive housing management support to the cohort above and other residents living on-site. The identified provider will provide support seven days a week but not necessarily 24 hours a day, but sleep in night cover is required. Dedicated support staff accommodation and office space is available at the site. The properties are a mix of bedsits and one bedroom flats Havering is giving notice that they will be undertaking an open tender to identify an experienced support provider to work in partnership with Havering to support a range of residents over 18 to fully gain the range of independence skills to enable them to effectively manage their own tenancies before moving on to fully independent accommodation in the community. The contract will be for an initial three years with an option to extend for a further year depending on performance. In total 23 people with their own tenancies will be supported, across seven days a week, with sleeping night staff cover to be provided. The ambition and the long term aims of the project is to deliver improved outcomes, improved service user experience, evidenced improved levels of independence (that is maintained) as a pathway to full independence.
