Why the Work is Being Done The Government Communication Service, within the Cabinet Office, is supporting HMG’s response to the Covid-19 crisis through gathering social media insights to build strategic communications strategies and public information campaigns. The work involved with this brief will enable the Cabinet Office to fulfil its mandate with enhanced insight, responsiveness and impact measurement capabilities. Problem to Be Solved In-depth target audience analysis for a range of topics, via social media analysis. This will involve the identification of the target audience in certain countries and their networks, the identification of key influencers or influential media that they engage with, monitoring of the conversation based on certain themes and topics, as aligned to the UK strategy. Conversation should be monitored in native language as well as English, to ensure full range of analysis. Who Are the Users "As a communication professional, I need to identify and analyse social data to best understand the stakeholders who matter on the issues of strategic importance, using these insights to formulate communications strategies, implement those strategies and measure a strategy’s impact." Experience working with clients to translate potential user needs into defined requirements, including excellent business analysis capabilities Experience designing data analysis systems, platforms or software programs for public affairs, public relations or communications functions Experience utilising graph databases for the purposes of organising large volume, complex data sets Experience applying data science methodologies to large volume data sets for communications disciplines Capable of managing uncertainty and responding quickly to shifting client requests, highlighting trade-offs and implications for client decision makers Ability to form and deploy a complete project team, with the right cultural fit, to deliver successfully major communications analytics output and strategy reports within a constrained timeframe Ability to give government appropriate communications recommendations, informed by the data Ability to build software enclave to give access to the platform to run social media analysis Nice to Haves No. of Suppliers to Evaluate 3 Proposal Criteria Demonstrate experience applying software development, data science and public affairs/ communications techniques to social data Showcase stakeholder mapping, narrative analysis and associated analyses with quantitative evidence drawn from social data Demonstrate a quantitative evidence base for how state actors are placed within multilingual narrative analysis Demonstrate the team’s experience/understanding of each of the criteria listed in the key skills and expertise section mentioned above Demonstrate a proven track record of understanding and delivering public affairs and communications-related outputs across languages Provide digital, data-driven outputs that are drawn from data science and network science applied to communications and public affairs-related priorities Describe the team that will be delivering the work and how quality outputs will be maintained Demonstrate capacity to scale a team and start work within 5 working days following finalisation of contractual details.
