INVITATION TO TENDER FOR THE SUPPLY (LEASE), INSTALLATION AND MAINTENANCE OF RADIO FREQUENCY ID BASED SELF-SERVICE SOLUTION FOR LOUTH COUNTY COUNCIL PUBLIC LIBRARY SERVICE

Tender description

Louth County Council seeks quotations for a Single Party Framework Agreement for the supply, installation and maintenance of Radio Frequency ID Based Self-Service Solution for Louth Library Service over a 4 year period. Louth Library Service is part of the Housing, Communities and Quality of Life Directorate in Louth County Council. The County Librarian, leads the Quality of Life section including libraries, museum, heritage, arts and archives. The Service is delivered through 3 full-time libraries in Drogheda, Dundalk and Ardee; two part-time libraries in Dunleer and Carlingford and a school and mobile library service. Key developments in recent years include the refurbishment and re-development of Drogheda Library in 2013/14; a full upgrade of Ardee Library in 2016 culminating in the launch of a My Open Library Service in 2019; and the upgrade of spaces and resources in Dundalk Library in 2019. All three full-time libraries have self-service technology It is hoped to go live with My Open Library service in Drogheda Library before the end of 2020. This model offers extended opening hours to library members on a self-service basis outside normal opening hours, seven days a week, from 8am to 10pm, 365 days a year. There are currently 6 self-service kiosks in operation in our 3 full time branches of Dundalk, Drogheda and Ardee. There is potential for additional kiosks also. Solutions will be tailored to suit the facilities and service requirements of each branch, but can be generally assumed to consist of the following: RFID self-service kiosk(s); RFID staff workstation(s); RFID book detection (i.e. security) system(s) and any other RFID-based library automation technologies which may come to that market over the course of the agreement. Installation is required on a phased basis; either as new equipment is required in addition to the existing self-service equipment, or new equipment is required to replace existing self-service equipment as it reaches end of life.
