City and Hackney CCG have a statutory responsibility to provide Out of Hours GP services (OOH). As a result of an issue outside the CCG’s control it has become necessary to award a new contract for the Home Visiting element of the OOH service which the CCG is doing as quickly as possible with the intention that the service will be mobilised before winter pressures and any Coronavirus second surge. City and Hackney CCG is considering awarding a contract under regulation 32(2) (c) of the Public Contracts Regulations 2015 to the supplier that currently delivers this service that is geographically closest to the City and Hackney area and so can mobilise most quickly. The contract will commence on 1st October and run for 12 months. The OOH Home Visiting Service is an integrated part of the NEL IUC system which was set up to operate in this way in August 2018. The overarching aim is to provide a safe, quality and cost effective out-of-hours home visiting service for the registered, resident, commuter and visitor population to City and Hackney CCG. The service will be operational from 6.30 p.m. (18.30) to 8 a.m. each weekday (Monday-Thursday), from 6.30 p.m. on a Friday to 8 a.m. on a Monday and 24 hours on a bank holiday. Hereafter called the OOH period. The service will provide out-of-hours primary care medical assessment, advice and treatment through Home visits to the registered, resident, commuter and visitor population in City and Hackney CCG area, including nursing and residential homes.
