COPFS-2020-012 HCM System RFI

Tender description

COPFS is seeking to procure a Human Capital Management system which will be cloud-based and fully digital to allow all aspects of people management to be considered, processed, managed and controlled. There are interdependencies with other systems (e.g. Payroll, Time and Attendance), which are also due to run out of contract over the next 2 to 3 years. This provides an opportunity to consider the advantages and disadvantages of either replacing these with a modular Human Capital Management (HCM) system or a Best-of-Breed approach with interfaces and integrations as necessary. COPFS is interested in procuring a Human Capital Management System that contains either the following modules or can integrate/interface with other systems to provide the same functionality: Core HR Administration; People Management; Learning and Development (Learning Management System); Attendance Management; Time Recording; Recruitment; Talent and Performance Management; Self-Service Portal; Payroll, Compensation and Benefits; and Reporting and Analytics. This RFI is seeking supplier feedback on the draft specification and to advise what options are available.
