The Transforming Cities Fund programme is highly ambitious, with a spend required of £35million by March 2023. Due to the Covid 19 pandemic resources have been diverted elsewhere and the programme has fallen behind schedule. Therefore a waiver is being requested to bring in additional resource consultancy support to develop business cases for the programme.
