Award notice — this is for a 3-year campus wide software license for Matlab – the software is manufactured and supported by Mathworks and cannot be purchased through any other supplier. The software and its technical libraries are critical to several Schools across the University. The procurement was outwith competition and the grounds for justification of awarding this contract without seeking offers through a formal procurement competition is technical reasons. Sole supplier justification made under Article 32(2)(b)(ii) of the Public Contracts Regulations 2015 — services can be supplied only by a particular economic operator — competition is absent for technical reasons.
