Westminster City Council would like to invite you to take part in our market testing questionnaire, the results of which will inform any future procurement strategy for the provision of extra care housing within Westminster. This market testing exercise will help the Council to determine if the approach is attractive to the market, what alternative options might be considered and inform future development plans. Request questionnaire: To take part in this market testing exercise and request a copy of the questionnaire please email: Liz Alvey at lalvey@westminster.gov.uk or Hatice Henson at hhenson@westminster.gov.uk Westminster City Council would like to invite you to take part in our market testing questionnaire, the results of which will inform any future procurement strategy for the provision of extra care housing within Westminster. The Council is committed to modernising and expanding its building-based services for older people. A site will shortly become available that has been earmarked for the development of a new extra care scheme in the north of the borough. Current plans are to develop at least one further scheme in another part of the borough at a later date. The Council’s current plan is to design and build the extra care scheme and seek an operator to manage it. A Project Board, comprising senior representatives from adult social care, housing and development has been established to oversee the project and provide strategic direction. Project management arrangements across both ASC and development are in place. A design team has been appointed and is working up feasibility and initial designs in line with HAPPI principles and best practice in dementia design. The scheme will be 100 % affordable rent. This market testing exercise will help the Council to determine whether this approach is attractive to the market, what alternative options might be considered and inform future development plans. In particular we are keen to hear from operators who: • have experience in delivering affordable rented extra care housing to vulnerable older people, particularly in an urban setting; • understand how to provide supportive services that promote independence; • are committed to supporting people with dementia to live happy and fulfilled lives within their own home for as long as possible; • take a partnership approach to engaging with the wider community and opening up facilities and resources without compromising the safety and security of residents; • understand how to provide flexible care o, if not a care provider, how to work effectively with an onsite care provider to ensure residents get a seamless service.
