Tender description

The Baldock North Urban Extension Project (‘the Project’) is a proposed urban extension scheme in North Hertfordshire. The local plan allocation is for a circa 3 300 unit urban extension, including a local centre, and significant employment space and associated infrastructure. The landowner — Hertfordshire County Council (HCC) — is seeking a master developer for the project who will be responsible for developing a scheme through a planning application and delivering the Project in partnership with HCC. It is HCC’s intention that Herts Living Ltd (‘HLL’) (HCC’s wholly-owned development company) may also take part in the project by way of delivery of residential and/or employment units and/or investment and in this regard, HCC is procuring this contract on behalf of itself and HLL. It is also HCC’s intention that Chalkdene Developments LLP (the joint venture partnership set up by HLL) will have the ability to develop up to 15 % of the total number of residential units. This procurement is being conducted in line with Regulation 30 of the Public Contract Regulations 2015 (Competitive Dialogue). Suppliers wishing to take part in this project are invited to 'express interest' which will give access to the full procurement documents in the e-tendering system. To be considered as a bidder you must complete and submit a Supplier Questionnaire (SQ) by the deadline of 12.00 noon on 25 September 2020. Only those shortlisted will be invited to participate in dialogue.
