Tender description

Portsmouth City Council — the ‘Council’ intends to award a contract for domestic waste services to Biffa Municipal Ltd on the basis of a 1-year in term extension option and a 2 to 2 and a 1/2 year further extension outside of term. The extension will commence from 1 October 2020 and will expire on 30 September 2023 based upon the further 6 month option not being taken up. The extension relates to a contract which was compliantly awarded by the council and commenced on 1 October 2011. The based term was 8 years with an option to extend for a further 2 years. Take up of the extension period will allow the council to understand fully the impacts of the Environment Bill that is currently progressing through Parliament. The council will undertake a fully advertised PCR 2015 procurement procedure. During the extension period the council will be undertaking a formal fully advertised PCR 2015 procurement exercise via competitive dialogue, starting with a soft market testing exercise and peer review. The contract is let on an NEC3 option C with target cost on an annual basis therefore future annual values are based on estimates and subject to change. The summary procurement programme envisaged for letting the new contract is as follows: • issue OJEU contract notice and SSQ — April 2021 • establish dialogue shortlist — June 2021 • commencement of dialogue stages — September 2021 • contract award — September 2022 • mobilisation commencement — October 2022 • new service commencement — October 2023.
