Tender description

The defence sector has a changing need for consultancy services. The need will be met through the establishment of parallel framework agreements within the following disciplines: 1) Mercantile support; 2) project management and project support; 3) strategic ICT; 4) strategic consultancy services; 5) system engineering; 6) finance, auditing and resource management. Parallel framework agreements will be signed with a maximum of 6 tenderers within each discipline, of which 1 tenderer within each discipline will be awarded a contract as the A-tenderer. The procurement will be carried out via a contract draft. The delivery will comprise consultancy services as stated in Annex 1 requirements specification for the discipline in question. The Defence sector has a growing need for professional purchasing competence, both strategic and operative in circumstances where the need cannot be covered by the contracting authority's own employees. There is a need for consultancy services in all phases and in all types of purchasing. The discipline areas included are amongst others: — public procurements; — strategic procurements; — contract; — negotiations; — military specific procurement; — sales. The list is not exhaustive. The defence sector has a growing need for delivery of consultancy services within project management and project support. The most complex projects require a lot of knowledge and experience within a number of competence areas, including: — efficiency/professionalism; — adjustments//reorganisation; — leader development/change management; — system development; — digitising; — technology management and LCC control; — uncertainty management; — qualification control/quality management; — information security management. — EBA and ICT projects. The list is not exhaustive. There is an additional need for deliveries of skills upgrading, training services and courses. The Defence Sector has a varying need for consultancy service in the field of finance, auditing, and resource management, including expertise and experience in a wide range related to finance in both government and private enterprises. The discipline areas included are amongst others: — auditing and internal accounting; — financial management and accounting; — reports; — economic analysis; — development and implementation; — logistics; — process development; — ICT; — efficiency and productivity in public administration; — notification/investigation. The list is not exhaustive. There is also a need for general counselling and guidance, as well as arrangement of courses, training services and skills development. The defence sector has a changing need for consultancy services within strategic ICT. The consultant support will be for varying amounts, and can be in and outside projects. Service deliveries that can be included are, amongst other things: — sourcing strategies; — establishment of principles for the procurement of goods and services within IT; — risk assessments for centralising service production and the operation of different platforms; — ICT architecture; — ICT security; — digitising; — mapping needs; — design; — testing; — problem solving and the operation of different ICT systems; — prepare visions, missions and strategies with the intention of having a general plan for improving profitability; — assist with the preparation of course material, webinars and e-leaning, as well as courses and competence raising in Microsoft Office 365 and other Microsoft products. This also applies to equivalent ICT systems. The list is not exhaustive. The Defence sector has a growing need for consultancy services in the discipline of strategic advisory services, including amongst other things monitoring and implementation of restructuring activities with a focus on modernisation, progress, profits, streamlining and risk. There is also a need for general advice and guidance, as well as a need for courses, training services and skills development for the contracting authority's employees. The list is not exhaustive. The defence sector has a changing need for consultancy service related to the profession systems engineering. Systems engineering must, amongst other things, ensure that the essential needs are safeguarded in the final system solution through function analysis, requirement analysis, system analysis, design and verification. There will be a need for support through all project phases and management of control systems in the defense sector. The list is not complete.
