Tender description

The aim of the service is to deliver the diagnostic skills of consultant dermatologists directly to GP practices through a telemedicine app. Once advice is deemed necessary by the Primary Care Clinician, every skin related referral can be sent through this channel using practice HCAs and administration staff to upload histories photographs. NHS Barnsley Clinical Commissioning Group (CCG) (the ‘Authority') intend without competition during the period 1 August 2020-31 December 2021 to commission a consultant led teledermatology service in Barnsley to the incumbent providers as detailed below: Clinical Collective Ltd trading as Clinical Partnership, The Octagon, Hesslewood Hall, Ferriby Road, Hessle, HU13 0LH The aim of the service is to deliver the diagnostic skills of consultant dermatologists directly to GP practices through a telemedicine app. Once advice is deemed necessary by the Primary Care Clinician, every skin related referral can be sent through this channel using practice HCAs and administration staff to upload histories photographs. The key drivers for the development of a telemedicine service are to provide a local, more accessible and cost-effective service for patients: • improving outcomes for people with skin tumours; • integrated service delivery in dermatology; • high quality care for all. The current telemedicine service offers clinical advice, (including messages, educational videos to GPs, patients and nurses) providing: • remote diagnosis and reassurance (for benign skin lesions); • remote diagnosis and advise appropriate pathway for skin cancers identified by this service; • diagnosis and treatment plan for medical dermatoses. NHS Barnsley CCG is therefore of the view that it is in the best interest of Barnsley residents to make a direct award of contract to Clinical Collective Ltd trading as Clinical Partnership Further rationale supporting this view is the current provider has collaborated positively at every stage of the pilot developing strong relationships within Primary Care. This has enabled changes in technology and system processes to evolve over a relatively short time and a further 12 months would therefore enable commissioners to better understand fully, all of the benefits for all stakeholders attributable to commissioning this pathway. All the extensive learning from this extended pilot would be embedded within any future service specification which would then be utilised in a competitive procurement process undertaken at the end of the pilot. This and any future procurement will be subject to the Light Touch Regime of the Public Contracts Regulations 2015 (‘PCR’). The current provider shares all of the key values of the CCG and much of the learning is enabled due to this. All of the above ensures effective and efficient use of the 'Barnsley pound’. The total value of the contract for the 17-month period will not exceed GBP 70 850. Or GBP 40 referral and GBP 28 follow up referral.
