Tender description
The authority is seeking providers to deliver training requirements for internal Liverpool City Council Employees via liaison with the Learning and Development department. Liverpool City Council is committed to being an employer of choice and an Investor in People. Development of our staff is an investment for the future and the City Council recognises that everyone needs support, training and development. The Inclusive Growth Plan, launched in March 2018, describes how our city and the Council will be transformed to deliver our vision and priorities. The Transformation plan includes an action to develop our workforce as our greatest asset and we need to ensure they are inspired and have the necessary skills to successfully deliver our transformation agenda whilst also meeting mandatory and legislative requirements and responsibilities. To ensure our staff can access the necessary training and development required, we are currently looking for training suppliers to become part of a health and safety training framework. Health and Safety We require training suppliers who are able to deliver a range of health and safety courses to ensure our workforce have the knowledge and skills to minimise risk and manage safe working environments. In order to bid for the training courses contained within this lot, suppliers must be able to offer and deliver a core set of training courses delivered either via public courses attendance or in house delivery. The appointed providers may be asked to deliver additional Health and Safety training either via public course attendance or in house delivery. Suppliers must be able to provide public training courses at a venue within the Liverpool City Council boundary to ensure staff travel is kept to a minimum to reduce associated costs. Training courses will need to be delivered throughout the year to meet certification renewal requirements, therefore, suppliers must be able to offer a minimum of one public training course per quarter for each course listed below: — first aid at work, — first aid requalification, — emergency first aid at work, — food safety and hygiene level 2. We need to ensure our staff can access relevant technical and specialist ICT and project management skills whenever they need them. We are currently looking for training suppliers to become part of a framework to deliver Technical ICT courses and project and programme management courses to ensure our staff can access the necessary training and development so they can obtain the right level of skill to enable them to support delivery of the transformation plan. Technical ICT Skills To ensure our ICT department have access to training to gain the knowledge and skills to be able to deliver and manage effective ICT solutions, we require training suppliers who are able to deliver a range of courses. In order to bid for training courses contained within this lot, suppliers must be able to offer a core set of training courses via public delivery within a 40 mile radius of L3 1AH: Suppliers may also provide the non-core services as and where available, however this will not be a prerequisite of the contract award. Technical ICT — core courses: • ITIL service management training up to ITIL expert level, • Cisco fixed and wireless technologies up to CCIE, • Microsoft desktop and server operating systems up to MCSE, • Microsoft application software – exchange, SCCM, Office 365, etc. up to MCSE, • VMWare up to VCAP. Security training – core courses: • CompTIA Security+, • Certified Ethical Hacker V10, • CISSP Certified Information Systems Security Professional. Additional Technical ICT Non-core courses: • Avaya technologies including CS1K, Meridian and Contact Centre Manager, • Apple Technician Training for desktop technologies up to ACMT, • Solaris operating systems up to Oracle Specialist, • Storage (SAN and NAS), backup and archiving technologies.
