Summary of the work Deliver integration of targeting applications & capabilities across multiple Defence infrastructure hosting environments at multiple security domains.Creation of approved Main Gate Business Case & out-letter from the IAB;Produce project documentation/Commercial documentation/through life support documentation (TLMP, Service Transition, support wrap, Obsolescence management, Safety Case/Statement);Deliver fully accredited capability onto systems & infrastructures. Specialist role Delivery manager Expected Contract Length 12 months Latest start date Monday 3 August 2020 Maximum Day Rate £850 per day (Ex VAT), including any agency fees. Maximum £10,000 limit of liability for T&S over duration of 12 months contract (Ex VAT) Who Speclialist Work With Civilian, Military and contractors within the MOD and wider Defence industry. What Specialists Work On A specialist Targeting Digital Project Manager is required to deliver Targeting capability for the UK MOD. This will involve management of the digital approvals process as well as procurement, Maintenance and integration of multiple targeting applications from various sources onto UK infrastructures. The work will require a detailed understanding of the end-to-targeting process as well as the technical requirements and experience for on-boarding targeting applications onto high classification hosting systems in accordance with JSP 604. Skills & Experience • Have experience as a technical IT Project Manager in a similar organisation within last 3 years. 10% • Provide an example of delivering, integrating and configuring Targeting or related applications within last 3 years 10% • Can demonstrate knowledge of the MOD approvals process in the delivery of ICT and software application projects (example within the last 2 years). 10% • Have a valid Association of Project Management (APM) Project Management Qualification (PMQ) or equivalent. 10% • Have sufficient experience of dealing with remote groups of stakeholders and managing expectations and communications between disparate groups 5% • Demonstrate an ability to analyse and comment on technical design documentation 5% • Can demonstrate IT Literacy with experience using project management tools and applications such as EPM, ARM, ADAM 5% • End to End Experience of the MOD targeting process 5% • Experience conducting analysis and review of targeting applications and hosting design 5% Nice to Haves • Experience of working with above secret applications 5% • Can demonstrate experience working with a variety of Defence environments 5% • Sufficient experience liaising with industry partners 5% • Prove an ability to gather, analyse and present accurate, consistent messages to senior management boards 5% • Experience working with ITAR restricted materials (example within the last 2 years). 5% • Experience of working on delivery of ICT projects in MOD (example in the last 2 years). 5% • Agile experience. 5% Work Location DD, Mustang Building and Building 405 on Westwells Road, MOD Corsham, SN13 9NR. Additional travel to various MOD premises and Industry partner locations in the UK. Working Arrangments Most work will be undertaken at MoD Corsham, between 4 and 5 days per week. The working day is 8 hours to include 30 minutes for lunch. Some work will be conducted at other MOD and industry partner sites in the UK. Opportunities for occasional home working are at the discretion of the hiring manager. This individual will report to the C2I2 Programme Manager in ASDT. IR35 does not apply to this engagement. SAL applies. Security Clearance Valid DV clearance must be in place prior to the contract starting and for the duration of the contract due to the projects the individual is required to work with. Is there a current incumbent? No, this is a new project currently being set up. 2. Would you sponsor the right candidate to acquire DV Clearance? Valid DV clearance must be in place prior to the contract starting and for the duration of the contract. MOD will not sponsor DV clearance. 3. Will the successful candidate be working from home during COVID or still office based? Working from home predominantly but may be required to go into the office if required. 4. We have an ideal candidate with first- hand operational ground experience of targeting and the Apps very likely to be covered in this Project. Candidate has briefed on targeting to Ministerial level. Additionally, candidate meets or exceeds all other essential and nice to have criteria. Is the Authority able to sponsor a renewal of candidates recently lapsed DV? Due to tight project deadlines valid DV clearance must be in place prior to the contract starting and for the duration of the contract. MOD will not sponsor DV renewal. 5. Is Cyber Essentials Plus required to conduct the project? Cyber Essentials Plus Certification will be required. Due to Covid, the Authority will allow extra time for this to be obtained. 6. Is IS0 27001 Certification required to deliver the project Desirable but not required or specified for this position 7. Please confirm that it is ITAR experience you are looking for rather than ISTAR. International Traffic in Arms Regulations (ITAR) experience is desirable
