Tender description

Lot 1: On 1 April 2013 the responsibility for commissioning mandatory and discretionary public health services transferred from Doncaster PCT to Doncaster Metropolitan Borough Council. We expect to competitively tender for a delivery partner(s) for the above services during 2014/15 in order to secure improved public health outcomes. The procurement will be led by Doncaster Metropolitan Borough Council, but may be extended to include other partners. It is estimated that contracts will start 1 April 2015. We aim to commission an integrated sexual health service. The service will be delivered in broad accordance with the Level 1, 2 and 3 service model as defined by ‘Effective Commissioning of Sexual Health and HIV Services' (Department of Health 2003). The service will deliver specialist sexually transmitted infections management, HIV diagnosis and prevention; a full range of contraceptive advice and provision; emergency contraception; condom distribution scheme; national chlamydia screening programme; health promotion/risk reduction and partner notification. We expect the psychosexual counselling element to be tendered separately. The service will operate as an integrated sexual health model where the majority of sexual health and contraceptive needs can be met at one site, usually by one health professional, in services with extended opening hours and in accessible locations. Doncaster is the largest Metropolitan Borough covering nearly 570 km2 and has an estimated resident population of 290 600. The Borough comprises of an urban centre with a number of satellite towns and rural villages. The Borough has 21 electoral wards and these are grouped in into 5 neighbourhood areas. Beneath these geographies are 88 communities. The population is expected to rise to over 300 000 by 2020. Doncaster is the 39th most deprived district out of 326 in England. Lifestyles in Doncaster are less healthy than in England and in general death rates are falling but are still higher than the national average. The exception is the death rate from alcohol related liver disease. There are over 50 000 young people aged 5-19 in the Borough and although educational performance is improving there are still more children overweight and obese that the national average.
