Scoping and Designing an Evaluation of the Post-2020 UK Chemicals Regulation

The Authority requires an evaluation partner with good all-round evaluation credentials and capacity to deliver at pace, plus an understanding of evaluating complexity and the ability to work closely and flexibly with Defra and partners. The Supplier is encouraged to think creatively about how best to deliver these requirements in a way that maximises their skills and expertise whilst ensuring the work follows Government guidelines for best practice in setting up monitoring and evaluation programmes. This is an opportunity to shape the monitoring and evaluation programme for a flagship Defra policy, to support us during a time of unprecedented challenge, and to gain insight into a vital industrial sector and foundational industry as the UK leaves the EU. The project is intended to ensure that the Authority has a clear and achievable plan for monitoring and evaluating the transition to, and implementation of, UK REACH from 2021 onwards. It consists of two objectives: scoping and designing – to be presented as a Monitoring and Evaluation Strategy The UK chemicals sector is world-leading, with high-value specialisms and a strong research and development base. Not only is it one of the UK’s largest export industries, it is a key component in almost all other manufacturing sectors. Defra and other Government Departments and delivery agencies work together to balance the importance of managing chemical risks with the need to help ensure competitiveness. The Authority work to promote two objectives – 1) to manage environmental and human health risks of chemicals within the UK and globally and 2) to promote competitiveness and growth of chemicals and downstream sectors.
