Tender description

North of England Commercial Procurement Collaborative (NOE CPC) (hosted by and acting through Leeds and York Partnership NHS Foundation Trust) in collaboration with Crown Commercial Service, East of England NHS Collaborative Procurement Hub, NHS Commercial Solutions and NHS London Procurement Partnership (working together to deliver health workforce services under the banner of the Workforce Alliance) is seeking to establish a multi-lot framework agreement with multiple suppliers aimed at providing national permanent and fixed term clinical staffing recruitment solutions intended for access by all UK public sector bodies including central government departments and their arm's length bodies and agencies, non departmental public bodies, NHS bodies, local authorities, devolved administrators and emergency services and other bodies who will be named in the OJEU contract notice. The scope of the framework agreement shall be the provision of services to support the recruitment of clinical healthcare workers, to be employed directly by the hiring organisation, into permanent, fixed-term or bank positions (with the latter only applicable to trusts managing their own in-house bank arrangements). It is anticipated that all roles and related roles, falling within the Job Groups listed below will be covered by the agreement: • allied health professionals, • ambulance services staff, • clinical support staff, • dental staff, • doctors (including GP’s), • healthcare science staff, • medical associate professions, • midwifery, • nursing, • pharmacy, • psychological professions, • public health staff. The framework agreement will offer enhanced services to support customers with the search, identification, attraction, selection, recruitment and on-boarding of nationally sourced clinical staff including, but not limited to, newly qualified staff, those seeking new roles and/or career progression, recent retirees and staff wishing to return to work following career breaks. This new agreement will be focused on the recruitment of clinical staff from within the UK (national) market and will not include international recruitment or the recruitment of non-clinical staff which are covered under separate existing workforce alliance agreements.
