Tender description
We are looking to procure a single provider of the following services: • hospitality (meet, greet and passenger assistance) personnel (with responsibility for ticket enforcement) within the station premises of the Luton DART passenger transit system, including appropriate safety and security measures; • facilities management and maintenance of the station premises forming part of the Luton DART passenger transit system, including station cleaning; • civil structures inspection and maintenance for the system route infrastructure of the Luton DART passenger transit system; • passenger welfare including immediate first aid response, evacuation, emergency services and other delivery partners liaison including temporary or contingency arrangements i.e. bus replacement service is required and provided but DART station and customer service team support delivery; • support LLAL in the delivery of passenger growth ambitions through delivery of excellent customer service and delivery of transport industry liaison. Lot 1: This procurement relates to the new 2.1 km Luton DART automated passenger transit system between London Luton Airport Parkway railway station and London Luton Airport Central Terminal. The Luton DART is a key piece of transport infrastructure encouraging the modal shift of passengers to rail as part of the carbon reduction ambitions of LLAL. Services of the Luton DART are expected to be operational in 2021. We are looking to procure a single provider of the following services: • hospitality (meet, greet and passenger assistance) personnel (with responsibility for ticket enforcement) within the station premises of the Luton DART passenger transit system; • facilities management and maintenance of the station premises forming part of the Luton DART passenger transit system; and • civil structures maintenance for the system route infrastructure of the Luton DART passenger transit system. LLAL are inviting potentially interested bidders to register their interest. This notice is not a call to competition. LLAL would like to initially consult the whole market on how these services should be structured, priced and their performance incentivised, prior to a full tender process. If you are potentially interested in this opportunity then please use the messaging function within the portal to register your interest and begin dialogue with us. It is the intention of LLAL procurement team to issue a presentation and questionnaire to all prospective bidders for the purposes of soft market testing. This will outline LLAL key areas for further development and help inform the tender documents also allowing prospective bidders to offer feedback on the proposition. It will not form part of the selection process. Managed visits of the site will be made available during the tender process, not before. It is the intention of LLAL to offer individual sessions for prospective bidders during the period of soft market testing (date from/to), however the details will not be available until after the presentation has been held and government advice on Covid-19 at that time is considered on how this could be conducted safely. This is not the tender itself but is part of a soft market testing exercise with a linked Prior Information Notice (PIN) — London Luton Airport Ltd (LLAL) is interested in engaging with the market as part of our specification and contract development prior to tender. LLAL would be grateful if you could provide a response to support our development of this opportunity. Please submit your completed questionnaire through the portal in response to this listing. LLAL will also be holding 121 discussions with any interested parties as a part of this soft market testing exercise. These will be held from the 17th of August to the 4th of September. If you wish to attend one of these 121 discussions please contact us using the messaging function of the portal to book a space. Please note 121 spaces are limited due to colleague availability, so specific timeslots will be offered on a first come first served basis. The 121 discussions will be held remotely using Microsoft Teams. LLAL will also be holding a group presentation and discussion as part of this soft market testing exercise in the week commencing 24 of August. This will also be held remotely using Microsoft Teams.
