Tender description
Why the Work is Being Done To understand the benefits of building a GM Wide network platform as opposed to individual authority networks. To understand the benefits to broader GM initiatives of having access to a GM Wide Network platform. To develop a compelling business case that articulates the benefits to the GM executive with the aim of securing funding and approval to select a supplier to design, build and manage a GM Wide network platform. Problem to Be Solved Multiple public sector bodies and Authorities are building and operating their own networks potentially duplicating costs and effort. There is no common network platform capable of supporting the Smart Places agenda and initiatives across GM. The benefits are not sufficiently understood and documented to support securing approval and funding to address these problems. Who Are the Users This is a discovery piece and, therefore, there are no active users currently. The discovery piece and subsequent development of the business case will establish the users and the user need. Early Market Engagement Work Already Done Existing Team Technical Consultant with the added support of Enterprise Architect and others when required. The successful supplier will be required to work with a number of other GM bodies and authorities and their 3rd party suppliers to establish the benefits and develop the business case. Current Phase Discovery Work Location Due to circumstances caused by the Corona Virus pandemic, it is likely that this piece of work will be undertaken remotely using conference call facilities. This will be reviewed upon successful appointment of supplier and in line with current guidance issued by the Government at that time. Working Arrangments Working arrangements will be determined by recommended working practices issued by the Government upon appointment of the successful supplier. It is likely that the majority of work will be undertaken using remote working tools such as Microsoft Teams although this will be determined by the nature of the work being undertaken. Any expenses will need to form part of the contract and only agreed with the prior approval by the Buyer. Security Clearance Additional T&Cs Skills & Experience Evidence of delivering similar discovery projects, in particual around shared/regional infrastructure / networks / platforms. Experience exploring existing costs (both tangible and non tangible), current issues and challenges, benefits and forming a compelling business case to secure approval and funding. Evidence and examples of applying a cloud based consumption model to infrastructure. Proven and demonstrable experience of delivering development projects using an agile methodology. Proven and demonstrable knowledge of IT security standards and associated design considerations. Experience of Information Governance related issues within local authority, healthcare and police settings. Strong documentation, presentation and communication skills Proven and demonstrable knowledge of ISO accreditations for quality, security and business continuity. Adherence to appropriate cyber security standards and hold appropriate security qualification e.g. ISO27001. Nice to Haves Understanding of Architectural approaches such as Service Oriented Architecture and approaches espoused in the Government Digital Service Manual. Evidence of delivering projects to Greater Manchester public sector organisations with a particular focus on cross-organisational working in the region Demonstrable experience of delivering integration between systems and ideally within a public sector environment Supporting a Public Sector organisation through a procurement process No. of Suppliers to Evaluate 3 Proposal Criteria Describe your approach and methodology to meeting the requirements including architecture and agile delivery (40%). Evidence and approach of working with and combining inputs from multiple stakeholders (20%). Provide evidence of skills/experience/accreditation's of the team who'll be undertaking the work and how they'll work together(20%). Provide two reference-able client-focused case studies where your company have provided similar services (5%). Ability to mobilise the team quickly and approach to service continuity (5% Ability to scale up and down resources, whilst ensuring quality and consistency showing capacity of the organisation (5%). Identification of the risks and dependencies associated with this requirement and potential mitigation (5%). Cultural Fit Criteria Have proven experience in last 3-years of an open/collaborative working relationship at all levels with excellent communication and co-ordination skills when conducting daily stand-ups, team meetings, presentation and demonstrations. Be a forward looking organisation with continual development to keep up with changing ICT landscape. Have a no-blame culture and encourages people to learn from their mistakes, working as Demonstrate an ability and willingness to work collaboratively within a multi-vendor delivery environment across Greater Manchester. Be able to communicate effectively with users, technical architects and solve issues amongst complex integrations. Demonstrate understanding of the Public Sector landscape in Greater Manchester and contribute towards its Social Values.
