Roster Design and Implementation Drivers: — implementation of the new clinical response model, — changes in Unscheduled Care Demand which have resulted in misalignment of current roster with service requirements, — increasing difficulty in allowing staff to finish on time, — reliance on overtime and on call working, — difficulties with dining crews within their rest period windows, — increasing difficulties in releasing staff for protected learning time and development.
