Specialist role Delivery manager Latest start date Thursday 20 August 2020 Maximum Day Rate £765.00 per day (excluding VAT) Who Speclialist Work With Head of Business Delivery Enablement, DSA Programme Manager, DSA Deputy Director, Transformation workstream leads and end users What Specialists Work On In collaboration with the Head of Business Delivery Enablement, to design and develop the transition strand of the DSA transformation programme. Ensuring that 3 areas are merged to include people processes and systems, so DSA is mature enough in working as one unit to move into full transformation. Skills & Experience • Expertise in working in central government on large business change programmes. • Expertise in designing and implementing business change methodology across government departments • Expert facilitation and stakeholder engagement skills (verbal & written) across all levels and various audiences. • Self-starter, confident, organised and capable of working both independently and collaboratively to tight deadlines in a pressured environment. • Expert in coaching and mentoring. Qualified and recognised Coaching and Mentoring qualification. • Experience of TUPE process or HR processes to develop org design. Nice to Haves • Have Office of Government Commerce Managing Successful Programmes qualification. • Have experience in analysis and use of programme and project management information to support effective decision making. Work Location Work will be carried out from a Home Office location primarily in Croydon and as required and in Suppliers’ offices. Remote by arrangement & as needed to accommodate current COVID-19 restrictions. There may be working with other departments. Working Arrangments Working with the Senior Management Team to offer expertise on merger type change programmes. Ideally qualified in coaching and mentoring to assist Programme resources achieve desired outcomes. Working 2 days a week or the equivalent in hours over working week. The role will work from the base location as required for engagement with stakeholders, Monday to Friday 09:00 – 17:00. Travel to stakeholder buildings within the M25 area on a regular basis. Additional travel outside of London may be required. Expenses outside the M25 will be payable in accordance with the Home Office Travel (no Subsistence) policy. Security Clearance All staff must have Home Office SC level security clearance prior to starting work. Staff not in current possession of SC security clearance must be willing to undergo SC security clearance. Additional T&Cs Statements of work will be agreed periodically with the supplier on a fixed price, capped T&M, or T&M basis with agreed deliverables. Standard DOS framework and call-off terms and conditions. Expenses outside the M25 will be payable in accordance with the Home Office Travel (no Subsistence) policy. Adherence to DSA and HO security governance and standards is mandatory. This contract will be for 2 days per week, or the equivalent of 2 days worked across the week, or an average of 2 days per week across each month.The current expected contract length is 6 months, with a potential option to extend for a further 6 months. 4. Is this a new role? Or is there already an incumbent, or someone in a similar role? This is a new role. There is no incumbent. 5. Will Home office sponsor SC clearance if specialist is not in current possession of SC? The Home Office will sponsor the correct candidate for SC clearance, but the candidate must be SC eligible. This process has a minimum 35 working day timeline associated. All staff must be SC cleared before they start work.A transfer of SC clearance from different government departments can be undertaken in shorter time frames.
