Please note this is a prior information notice (‘PIN’) and tender documentation is not available yet. West London NHS Trust intends launch a procurement at the end of August 2020 to appoint a provider to supply Security Support Staff for its Broadmoor Hospital site. The appointed provider will be expected to provide staff to support existing security staff in the management of the old and new sites, as well as security escorts for contractors working with those parts of the old hospital that will be retained by the Trust and the new hospital. This PIN is intended to notify potentially interested suppliers so that they may take steps to prepare for the launch of the procurement. The Trust anticipates a timetable of approx 14 days between publication of the contract notice and submission of bids and a mobilisation period of up to 4 weeks after the contract has been signed with services anticipated to commence in mid-November 2020. West London NHS Trust is looking for a provider to supply Security Support Staff for its Broadmoor Hospital site. The Trust is presently formulating its requirements and provides the following information by way of information only as to what its requirements are likely to be. These are subject to change and potential tenderers may not place any reliance on the information contained within this PIN. The Trust will detail its final requirements in procurement documentation in due course. The information below is provided to alert the market to the forthcoming opportunity. The Trust currently anticipates publishing the contract notice and accompanying procurement documents on or around 28 August 2020. The Trust presently anticipates that the appointed provider will be required to provide staff to support existing security staff in the management of the Broadmoor hospital site during an ongoing construction programme. Staff will be assigned to act as contractors’ escorts or access control security operatives. At present the secure perimeter of the Broadmoor site includes both the old and new parts of the site. Whilst the secure perimeter incorporates both old and new sites the supplier will be expected to provide security escorts for contractors working within the secure perimeter. The Trust currently anticipates that in September 2021 it will be possible to separate the old and new sites. At this point the secure perimeter will only be required to incorporate the new site and the need for contractors’ escorts will diminish. In addition to contractors’ escorts the provider will also be expected to supply guards to undertake access control services, including entry searching. For this category of guards the Trust requires that the provider supply a ratio of 2:1 male:female operatives in order to allow for gender specific level one searching. The Trust’s requirements for the number of staff will fluctuate as it is linked to the construction programme and number of contractors on site. Between the services commencement date and September 2021 the Trust anticipates a regular requirement for 8-10 contractors’ escorts and 3 access control operatives but numbers will fluctuate and be confirmed on a weekly basis. All staff placed for work on the site must possess a satisfactory enhanced disclosure barring service certificate, current SIA (or equivalent) licence and complete the Trust’s induction training before they can come within the secure perimeter.
