Specialist role Programme manager Expected Contract Length 2 Years Latest start date Saturday 1 August 2020 Maximum Day Rate £600 Who Speclialist Work With Navy Command Digital Directorate, Navy Command Infra, Dockayard Infra Teams What Specialists Work On 'The Royal Navy is seeking a single specialist to provide digital programme management for programmes and projects assigned by the Authority to deliver change activities in the maritime environment specifically HM Dockyards, including buisness and operational network architecture, bearer systems, IT systems. All aspects of ICT and associated engineering governance, information assurance, engineering standards and ICT security as applied to Naval and maritime data and information systems are in scope. Skills & Experience • Experience delivering C4ISR/ICT ICT programmes and projects in a complex maritime environment. • Experience providing Enterprise Architect outcomes designing solutions to meet user requirements using current and next generation technologies and resources. • Contribute to and deliver High Level Design (HLD) solutions for digital outcomes and ensuring that relevant defence lines of development are considered. • Experienced in application of MoD standards for ICT, information security, design, delivery, compliance, safety, maritime integration and operations. • Demonstrate knowledge, skills and experience in managing digital ICT services and their interdependent activities to enable naval and maritime outputs. • Experienced of MoD Strategic Command and Defence Digital working practices. • Ability to understand complex user and operational issues and provide options for resolution across a multi-stakeholder digital based environment spanning MOD and commercial partners. • Evidence of delivery of complex ICT programmes and projects to the vision and to time, cost and quality. • Experience with HM warship operating processes and procedures, particularly platform ICT support needs when alongside. • Experienced in business to business (B2B) commercial procedures and processes. • Registered as a Chartered Engineer or ICT professional with a related MSc. Nice to Haves • Experience developing and defining digital and cloud-based requirements to enable naval and maritime outcomes. • Experience in the preparation and operation of commercial contracts for the provision of ICT services, digital outcomes, specialists and technical products and services. • Experience managing teams delivering digital maritime engineering outcomes as head of department with charge responsibility in a complex sea-going or similar role. • Experience of maritime digital and ICT installation, commissioning, assurance and acceptance and the related engineering and information compliance activities. • Experience in the production of business cases, reports, project reviews, and other written submissions iaw a recognised industry/HMG standards. • Experience managing transformational change at the organisational level. • Aware of SCIDA and the related ECR processes. Work Location Based in Whale Island, Portsmouth with a high level of attendance onsite at Devonport, less so at Faslane and Portsmouth Dockyards. Working Arrangments The specialist will be working in a team with stakeholders from within Navy Command, Devonport Dockyard, MoD, and related commercial partners to deliver capability outcomes in support of MoD and HMG national security objectives. There will be a requirement to spend time at each Dockyard, particularly Devonport, which is the focus for the initial period of activity. Security Clearance SC is essential at contract start. Navy/MoD cannot sponsor security clearance Additional T&Cs In addition to the day rate, an additional £10K per year is available for T&S in line with current MoD rates. This is a single requirement for one specialist and we are therefore looking for an exceptional portfolio with a wide range of expertise to deliver outcomes required.
