Torbay Council currently does not have any in-house residential provision, as a result we purchase all of our residential placements from third parties. In the financial year 2018/19, we spent approximately GBP 6 m on these placements. There were 44 children in residential placement in September 2019, with an average cost of GBP 4 800 per week. A significant number of these placements are outside of Torbay and in some instances outside of the south west region. Torbay Council is looking to contract with one or two providers who will be able to deliver Residential Placement Services within two Homes which we will be purchasing. The contract is intended for the sole use of Torbay Council, however placements may be exceptionally made available to other local authorities, where Torbay Council is not fully utilising the service. Torbay Council will award either: Lot 1; or Lot 2 and Lot 3. Lot 1: a single provider to deliver care in a residential setting for: (a) children and young people on the edge of care. Provision of placements for up to twelve (12) weeks, to children and young people aged between ten (10) and fifteen (15), so that reunification can take place; (b) looked after children. Provision of both short and long term placements to children aged between twelve (12) and seventeen (17), who are considered to be in need of residential care in the Torbay area. Lot 2: a single provider to deliver care in a residential setting for children on the edge of care. Provision of placements for up to twelve (12) weeks to children, aged between ten (10) and fifteen (15), so that re-unification can take place. Lot 3: a single provider to deliver care in a residential setting for looked after children. Provision of both short and long term placements to children, aged between twelve (12) and seventeen (17), who are considered to be in need of residential care in the Torbay area.
