Tender description
BMBC wishes to establish a Dynamic Purchasing System (DPS) to procure provision of short break activities for SEND children and young people. Feedback from our young people shows us that short breaks are a valuable opportunity to engage with their peers, develop new skills and build on existing interests. We want our short breaks offer to reflect the interests of our children and young people and be able to meet changing demand in the future. A DPS offers a flexible and responsive approach to commissioning and purchasing which we believe would improve the existing arrangements for short breaks. We still intend to commission block provision via DPS call-off mechanisms ensuring that existing short breaks are maintained. However, we hope the DPS will support development of this market to broaden the offer of short break provision. Longer term we want to support families to utilise the DPS to commission provision using personalised budgets which we hope will ensure families receive both a service responsive to the interests of their child whilst also delivering value for money.
