Tender description

This is a Prior Information Notice (PIN) to inform the market that the Council will be commissioning an integrated specialist intensive home visiting service for vulnerable families and young people, under the light touch regime, a bespoke competitive with negotiation process. The service shall be integrated with Universal Services to operate throughout the geographical area of Derbyshire (excluding Derby City) working more closely and effectively together to achieve client/patient/person centred outcomes and meeting the growing demand to improve the Service Users experience and health outcomes. This is not a call for competition. The service focus is to provide a programme of structured intensive home visits offering parents with additional vulnerabilities that may include but is not limited to the following priority groups: a) those under the age of 20; b) care leavers; c) those with history of substance misuse; d) those with identified learning difficulties; e) those with previous or current history of mental health problems/personality disorder; f) those with previous safeguarding involvement; g) those who have previously been or are a victim of domestic abuse; h) ex-offenders; i) people who are homeless; and j) parents/infants where there are complex health needs. The Council believes that these criteria should be based on available evidence of vulnerabilities across the lifespan and the impact these can have on child development and long-term outcomes.
