Tender description

Northamptonshire County Council (NCC) (The ‘Authority’) wishes to invite Expressions of Interest (EOI) submissions in response to this call for competition, for the supply of services in respect of for people of all ages throughout Northamptonshire who are hearing impaired, deaf, deafened and hard of hearing across a range of needs, through support for individuals and group-based work and community activity. The successful potential provider(s) will be responsible for providing these services and liaising closely with the contract manager identified by the Authority. Scope: The supplier is to provide a service for people of all ages throughout Northamptonshire who are hearing impaired, deaf, deafened and hard of hearing across a range of needs, through support for individuals and group-based work and community activity. Location The service provision is to cover all residents with a hearing impairment within the County boundaries of Northamptonshire (as may be varied). Status of the supplier The supplier shall be an experienced provider of social care and preventative services to people with hearing impairment. The supplier will be familiar with relevant communication mediums and able to evidence commitment to user involvement. Strategic context The supplier shall achieve the following authority core purposes: ‘Helping you to help yourself’ ‘Helping you when you can’t help yourself’ It shall also help to achieve the following key service outcomes: People who use care services choose how best to meet their needs and outcomes Vulnerable people are supported through safeguarding arrangements Adult social care services are affordable and sustainable Citizens can use preventative support services in local communities The process for assessing care needs and arranging support services is efficient Families will have clear, transparent knowledge on what is available to them as a right. Proportionate assessment – assessment will be avoided where possible, where it is necessary it will be multi-agency and holistic. Outcomes The supplier will deliver the following specific outcomes to the satisfaction of the Authority: Hearing impaired people are able to participate fully within local communities and achieve and maintain social inclusion and activity. Hearing impaired people and their families are able to access appropriate advice about services specific to their needs, such as interpreting and specialist equipment. Hearing impaired children and young people are supported to grow and develop to reach their full potential. Hearing impaired people and their families are enabled to access advice relevant to the wider community, such as benefits to which they may be entitled, health information, crime prevention and services to promote independence, by its provision in ways that overcome the barriers that they may otherwise experience. Hearing impaired people and their families are offered support in developing the skills necessary to achieve independence and inclusion. Families of hearing impaired people and people developing hearing impairments are enabled to support the integration of the hearing impaired family member. Hearing impaired people are better supported in finding employment. Provision is fully available and accessible to hearing impaired people from Black and Minority Ethnic communities and across all cultures.
