Tender description
Why the Work is Being Done DE&S require resources to assist with the Software Development (SharePoint, Office 365 and other languages), QA, Test and Release Management and Business Analysis for a portfolio of digital projects. The current and emerging workload has been analysed and in order for the activities to be completed successfully, there is an immediate need for up to 5 resources . This includes 4 Developers and 1 Business Analyst. This would be Phase 1 of the project which will be managed on a capped time and materials basis at £232k (Inc. VAT). Phase 2 is expected to run from October 2020 to October 2022 and we envisage a need for approximately 10 resources including (as an indication) a team of developers including 1 Scrum Master, 1 Business Analyst, a Test team consisting of Senior Testers and a Test Manager. Problem to Be Solved DE&S would like to engage with a specialist delivery partner who has proven track record in the delivery of large-scale and complex digital projects. DE&S are particularly interested in Delivery Partners with extensive experience of delivering content management solutions for complex problems in the engineering space. The DE&S ASPIRE programme is standardising airworthiness management, through the introduction of new tools to further align our processes. The tools will be developed with key SMEs in consultation with Operating Centre and Delivery Team peers, the MAA and industry and they will be hosted on DAT Air Safety Portal. Who Are the Users DE&S employees need to be able to use the applications to help carry out elements of their role. Specific business needs will vary between applications. Existing Team DE&S CIO delivery team Current Phase Not applicable Work Location The supplier's resources will be expected to work onsite at Abbey Wood, Bristol (COVID 19 dependent). MOD laptops will be provided to allow for remote working. Working Arrangments The Supplier will work as a part of the DE&S CIO team, and they will be viewed as part of the overall Delivery Team with a 'one team' ethos. The DE&S CIO projects will follow Agile principles. It is expected that the successful supplier will follow the same approach. Expenses to and from the Base Location in Abbey Wood, Bristol are not eligible to claim. Any expenses outside of the Base Location must be agreed in advance with the DE&S Delivery Manager and shall be in accordance with the MOD Business and Travel policy for Travel and Subsistence. Security Clearance SC clearance is required. The Authority WILL NOT sponsor SC Clearance and it must be in place upon commencement of the contract and remain valid for the contract's duration. Skills & Experience Have demonstrable experience of Microsoft Technologies for web development, database design and API development. Have demonstrable experience of languages such as C#, CSS, JavaScript, HTML5, Bootstrap, TSQL, React, Angular. Have demonstrable experience of SharePoint and the SPFX development platform. Have demonstrable experience of Power BI Server, development of dashboards and reports from SharePoint data. Have demonstrable experience of Azure DevOps for task, pipeline, build, release and source control management. Have demonstrable experience of best security practices including the mitigation of risk from OWASP Top 10 and Sans Top 25. Have demonstrable experience of identity and authentication technologies. Have demonstrable experience of Azure and/or Office 365. Have demonstrable experience of designing and implementing data driven solutions in the engineering space. Have demonstrable experience with an agile methodology and associated tooling such as Jira and Azure DevOps for planning, taking and reporting. Have demonstrable experience of providing a multi-disciplinary team, up to 15 people (front end developer, backend developers, software architects, infrastructure operators etc.) Have demonstratable experience of building and maintaining SharePoint platforms on Windows virtual environment. Demonstrate how you have formed and deployed a complete project team, with the right cultural fit, to deliver a successful major project, within a constrained timeframe. Be able to start work by the latest possible start date detailed above The staff you provide must have SC level security clearance Nice to Haves Demonstrate experience of providing additional and/or value-added activities when acting as part of blended Delivery Team. Demonstrate knowledge of, and willingness to recommend, creative and innovative solutions. Articulate technical complexity to audiences with varying technical understanding Demonstrate how one of your teams has developed a piece of work that has successfully passed GDS Digital Design Standards Have a Microsoft Partner status that is supportive of the technical requirement No. of Suppliers to Evaluate 5 Proposal Criteria (20%) Your proposal should demonstrate your experience of Software Development (SharePoint, Office 365 and other languages), QA, Test/ Release Management and Business Analysis for a portfolio of digital projects. (30%) Your proposal should demonstrate your teams’ experience/understanding of each of the essential criteria listed in the essential skills and experience section above. (5%) Your proposal should demonstrate your approach and methodology to ensure that resources are successfully embedded (and measured) within DE&S, providing a one team ethos for delivery. (10%) Your proposal should demonstrate your ability to scale a team to provide: Development, Business Analysis, QA and Test/ Release Management, giving examples of where this has been done successfully. (5%) Your proposal should describe the team who’ll be doing the work and how they’ll work together. Include how you’ll manage their work and maintain quality. Cultural Fit Criteria (5%) Demonstrate how you have formed and deployed a complete project team, with the right cultural fit, to deliver a successful major Sharepoint-related project, within a constrained timeframe. (5%) Demonstrate how you work as a team, manage collaboration, share best practice and motivate & maintain high levels of engagement within teams and how this links to our values.
