Tender description
The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are issuing this PIN to engage with the market to seek available options for a remote viewing/recorded solution for observational behavioural assessment. The National Institute for Clinical Evidence (NICE) issued guidance in May 2015 to address the needs of children with learning disability whose behaviour challenges those caring for them. Early intervention, support to families and behavioural assessment are amongst the practice recommendations that help. Supporting parents to manage their child’s behavior requires high quality assessment and advice. Observational methods have a range of benefits over other assessment methods. Observations need to be made in real-life situations, allowing the practitioner access to the context and meaning surrounding what a child does and what happens between them and others around them. Direct observations typically require a practitioner to be present in the child’s environment, a practice which encounters the problem of the ‘observer effect’; the act of observing changes what is observed. A child or parent will probably act very differently when a practitioner is in their home, disrupting the way they relate and behave – patterns that are the subject of interest. C&V HB are looking for a solution to enable parents to use an unobtrusive camera system in their home, which will allow a designated professional to view recorded and real-time video footage of children referred to a specialist service. Solutions will need to be compliant with specific data security and information governance requirements. The impact of Covid-19 has intensified interest in the use of technology in healthcare. Whilst a number of platforms are being used to carry out clinic appointments remotely, there is currently nothing available to capture naturalistic observations of children. Our plan is to develop and pilot an innovative camera system to see how it might help with assessments and the production and implementation of clinical advice. We plan to evaluate its usefulness, effectiveness, ease and acceptability of use. The findings would be disseminated to other professionals via presentations and journal articles. Based on this information, the Health Board would like to invite expressions of interest from suppliers who could provide a potential solution to this requirement. Suppliers are asked to initially send an email to the procurement department contact in this notice with an outline of their proposal by the 22 August 2020. Following this, the health board may wish to invite the supplier for a discussion in order to fully understand the suggested solution and to enable an internal business case to be developed.
