Tender description

The OPCC is seeking views on the proposed approach for its upcoming procurement for IOM services (please see section VI) for the feedback we are seeking). Integrated Offender Management (IOM) is a multi-agency approach to managing offenders (Service Users) whose crimes cause damage and harm locally and who meet a pre-determined IOM criteria. The commissioned service seeks to reduce re-offending and provide wrap around support to a cohort of IOM Service Users who are vulnerable to substance misuse. The service should be delivered through a strengths based, trauma responsive approach based upon the seven pathways of offending. IOM aims to reduce re-offending and research has shown that the best way to do this is to adopt a holistic approach that targets support around the seven pathways of offending. The seven pathways of offending are defined by ‘NOMS’ as: • education, training and employment, • accommodation, • health, • drugs and alcohol support services, • finance and benefits, • children and families support services, and • attitudes, thinking and behaviour. The value of GBP 3 275 500 is across 10 years. GBP 327 500 per annum based on GBP 200 000 per year for IOM Community Support and GBP 127 500 per year for IOM Accommodation. This commissioned service has two parts: 1) IOM Community Support including any required assessments (there have been no requests for a required assessment in the last 12 months); and 2) IOM Accommodation (provided by the Service Provider, offering at least 20 bedrooms and accommodating at least 30 service users per year. Proposed two lots Lot 1: IOM Community Support — the service takes a strengths based, trauma informed approach based upon the seven pathways of offending, offering wrap-around support in the community. Following assessment, a plan is devised, tailored to need and reviewed and amended regularly. As part of the assessment the Service Provider should establish the Service User’s dependency upon or propensity to misuse drugs and whether they might benefit from further assessment, assistance or treatment. The Service Provider should offer drug and alcohol advice and encourage the Service User to access more intensive support if required. The Service Provider should also offer a range of advice depending on need and also connect the Service User with other local support services to strengthen the offer of support through a targeted, cohesive and multi-agency approach. This element of the service also includes undertaking any requests for a required assessment but there have been none in the last 12 months. A required assessment applies when a Hampshire resident aged 18 or over commits a specified Class A drug driven offence in certain locations outside of Hampshire, the local police force where the offence took place would contact the Service Provider and ask that they carry out a ‘Required Assessment’. The Service User would be required to attend the ‘Required Assessment’ and stay for the duration. If they fail to do so, without good cause, they commit an offence and may face criminal sanctions. At the assessment, the Service Provider establishes the Service User’s dependency upon or propensity to misuse specified Class A drugs and whether they might benefit from further assessment, or from assistance or treatment (or both). In addition, the assessor provides harm minimisation advice and, as appropriate, an explanation of the types of assistance and support services available. Lot 2: IOM accommodation offers accommodation (provided by the Provider) and support to Service Users who meet the IOM criteria and who are vulnerable to substance misuse and who would otherwise be homeless. The Service Provider works with the Service User to understand need based on the 7 pathways of offending. The Service Provider uses a trauma responsive approach and helps the Service User identify their strengths, goals and how they might achieve them. Following an assessment, a plan is devised which is tailored to the Service User’s needs and this is reviewed and amended regularly. As part of the assessment the Service Provider should establish the Service User’s dependency upon or propensity to misuse drugs and whether they might benefit from further assessment, assistance or treatment. The Service Provider should offer drug and alcohol harm minimisation advice and encourage the Service User to access more intensive community based drug and alcohol services if required. The Service Provider should offer a range of advice according to need and connect the Service User with wider services through a targeted, cohesive and multi-agency approach. The Service Provider should offer the Service User a varied weekly activity of tailored support and interventions. The Service Provider should support Service Users individually and as part of a group recognising the benefits and challenges of this. This service is delivered in the IOM Accommodation. This service aims to build resilience and help service users live an independent, healthier, crime free life.
