Tender description

Network Rail Telecom (NRT) has communications equipment deployed into approximately 2 400 FTN (Fixed Telecom Network) trackside REB’s (Relocatable Equipment Buildings). The REBs are fitted with a door that has a mechanical handle with two locking mechanisms; a rim lock and a solenoid (electro-mechanical) lock. The solenoid is connected to an environmental alarm SCADA system and provides Network Management Centre (NMC) teams with the means to remotely release the handle to allow the engineer to enter. A vulnerability has been identified with the key access in that the rim locks fitted are a common type and keys are easy to obtain or copy. The project requires a supplier that can provide mechatronic locks and keys (i.e. have a mechanical cylinder operation as well as an electronic access rights management). Please see the scope document for further information. The project objectives are: — identify a supplier who provides a suitable smart lock and key solution who is also capable of developing and supporting a customised access control software solution and smartphone app, — conduct a trial implementation at selected sites to ensure the hardware solution performs as expected, to run for at least six weeks and to complete during 2020, — conduct a series of workshops with appropriate subject-matter experts so the supplier can produce a high-level design document that explains how the software can be customised to meet all functional requirements through a series of releases, with fixed costs for the first phase and indicative costs for later phases, — enable NRT security to be able to decide whether the access control software will be hosted by the supplier or implemented in an NRT datacentre (the solution must support either), — subject to a successful trial and NRT acceptance of the solution design, contract for supply of the smart locks to a nominated trackside supplier for installation at all REBs, and for sufficient smart keys to distribute to all identified keyholders, — implement the first release of a customised access control system and commence rollout as early as possible in 2021, — deploy the customised smartphone app on Apple App Store and Android Play Store, — rollout subsequent releases until all the functional requirements are met.
