Installation services of special-purpose machinery and equipment

Tender description

KCC requires the manufacture, delivery, installation of the following types of waste compactors at various waste sites located around the county of Kent, including annual repairs and maintenance services for at least 3 years: — static compactor (approximately 8 units), — single tier traversing compactor (approximately 5 units); and — two tier traversing compactor (approximately 11 units). All the required waste compactors will need to be manufactured to meet the bespoke requirements so that they are capable of compacting different types of household waste. KCC requires for approximately 9 compactors to be installed throughout the remainder 2020/21 (phase 1), and approximately 10 compactors to be installed throughout 2022/21 (phase 2) – a breakdown of the requirements (e.g. by type of compactor and delivery location) will be provided in the invitation to tender documentation. The Supplier may also be required to dismantle, disconnect and remove old compactors which new compactors will be replacing. KCC will have the option of purchasing as many compactors and/or repairs and maintenance services as necessary over the contract period. Any tenders that do not pass selection criteria will not be evaluated against the award criteria. The ‘quality’ element of each tender will be scored based on a pass/fail criteria where tenderers will need to demonstrate that they can meet the service requirements, including (but not necessarily limited to): manufacture the required compactors to the correct specification, meet minimum lead times for deliveries, and meet KCC’s minimum repair and maintenance requirements. The ‘notional tender value’ (NTV), which will be used to evaluate tenders, will be calculated based on notional quantities (e.g. quantities of compactors, etc.).
