Tender description
Leicester City Council (‘the ‘Authority’) invited tenders for the provision of Supported Living Services (‘the Services’). The Authority conducted this procurement under the light touch regime for social and other specific services, as set out in the Public Contract Regulations 2015, at section 7 (Regulations 74 to 77) and schedule 3. The procurement process was not conducted under the Public Contract Regulations 2015; however, it was similar to that of an open procedure. The process, unlike an open procedure, included the flexibility, as allowed under the light touch regime with various evaluation stages as detailed in the Invitation to Tender documentation. Lot 1: enablement Supported Living Services for people with learning disability and mental health. It is the Authority's preliminary view that TUPE may apply in respect of these contracts. Initial term of the Framework Agreement for Lot 1 means the period commencing on 1 July 2021 up to and including 2 November 2025. Potential extension period(s) two further periods of up to no more than 24 months in total subject to the maximum term. Maximum term means the period commencing on 1 July 2021 up to and including 31 October 2027. Lot 2: Living Well Supported Living Services for older people and people living with dementia. It is the Authority's preliminary view that TUPE may apply in respect of these contracts. Initial term of the Framework Agreement for Lot 2 means the period commencing on 1 July 2021 up to and including 2 November 2025. Potential extension period(s) two further periods of up to no more than 24 months in total subject to the maximum term. Maximum term means the period commencing on 1 July 2021 up to and including 31 October 2027. Lot 3: Living Well supported Living Services for people with a physical and sensory disability. It is the Authority's preliminary view that TUPE may apply in respect of these contracts. Initial term of the Framework Agreement for Lot 3 means the period commencing on 1 July 2021 up to and including 2 November 2025. Potential extension period(s) two further periods of up to no more than 24 months in total subject to the maximum term. Maximum term means the period commencing on 1 July 2021 up to and including 31 October 2027. Lot 4: Specialist Supported Living Services for people with complex needs. Initial term of the Framework Agreement for Lot 4 means the period commencing on 2 November 2020 up to and including 2 November 2025. Potential Extension Period(s) two further periods of up to no more than 24 months in total subject to the maximum term. Maximum term means the period commencing on 2 November 2020 up to and including 31 October 2027. Lot 5: Recovery Supported Living Services for people with complex adult mental health. It is the Authority's preliminary view that TUPE may apply in respect of these contracts. Initial term of the Block Contract for Lot 5 means the period commencing on 1 July 2021 up to and including 2 November 2025. Potential extension period(s) two further periods of up to no more than 24 months in total subject to the maximum term. Maximum term means the period commencing on 1 July 2021 up to and including 31 October 2027.
