Summary of the work Senior leadership role to deliver a suite of Workplace Services in a Data and Digital focused organisation Specialist role Delivery manager Expected Contract Length 6 months plus DOS maximum 25% extension option Latest start date Thursday 1 October 2020 Maximum Day Rate £850 per day Early Market Engagement N/A Who Speclialist Work With Data and Digital Senior Leadership in the Restoration and Renewal (R&R) Programme. Key delivery partners and other R&R team members to deliver against an strategic roadmap. What Specialists Work On Lead a Workplace Services Programme to achieve strategic and agreed deadlines, targets and outcomes. Manage in-house teams and partner organisations. Deliver (1) Sustainable financial performance against approved budgets (2) Optimised value for money technical solutions and (3) Risk management. Skills & Experience • Evidence of delivering a portfolio of projects with a portfolio with a multi- £M budget • Experience of leading projects including Dev Ops tooling, PaaS, IaaS, networking and communications, device management, Azure Tenancy (Identity, Collaboration, Document Repository, etc) • Evidence of leading projects including service management platforms (preferably ServiceNow) and infrastructure including workplace and application hosting services, core secure infrastructure, secure / cyber defendable solutions • Evidence of leading including fixed and mobile infrastructure, licence and asset management, hybrid cloud & ITIL approaches to meeting customer needs • Evidence of mobile and wearable technology, CAD workstations, immersion hubs • Evidence of understanding Software Defined Everything, Modern workplace / workflow driven collaboration, Next Gen office automation • Evidence of understanding low/no code dev, Zero trust / zero footprint service development methodologies, Service Design (UCD), mixed / augmented reality solutions • Minimum 7 years experience in managing technical projects • Minimum 5 years experience in managing projects in a data driven environment • Minimum 3 years experience of using Agile frameworks and Dev Ops, with a track record of successful delivery in significant Dev Ops based programmes at a senior level • Minimum experience of working on 2 very large-scale programmes • Track record in leading Dev Ops teams • Has PRINCE, AGILE, MSP equivalent qualifications • Evidence of matrix managing multi functional teams across several locations, including outsourced/third party suppliers • Has a proven track record in managing the performance of third party organisations • Demonstrable strong financial approach and cost controls managing multi £M budgets and supporting over 1000 users • Provides examples of strong stakeholder relationship management to protect and enhance the programme's customer and service reputation • Experience of managing, supporting, developing people in a culture of accountability and achievement • Track record of demonstrating continuous personal development, embracing challenges, and sharing learning Nice to Haves • Proven process improvement design and implementation capability • Ability to develop and implement feedback systems to improve performance • Ability to demonstrate exposure to risk decision with implications wider than own area • Have an inquisitive mindset • Is a forward thinker (visionary) • Track record in developing talent including Dev Ops skills Work Location Westminster (Parliamentary Estate) and Pimlico Working Arrangments We expect flexible working arrangements on-going in the current (Covid-19) environment i.e. a mixture of onsite workshops and remote working. These arrangements are being constantly reviewed. Future arrangements may include at least up to 3 days per week onsite however this is also subject to on-going review. We therefore expect work arrangement flexibility. Security Clearance The specialist will have to undergo Parliamentary security clearance; other clearances do not expedite this. The only exception is if the specialist already has a Parliamentary pass. As a DOS4 supplier, you have already stated that you work outside of IR35 under this Framework Agreement.It is our view that this requirement is outside IR35 and we will not be performing an ESI assessment. 3. What is SQWEP? Is it the same as SQEP? SQWEP is not stated in the requirement so we don't understand why this question has been asked.
