The University of Birmingham has been awarded funding for a Clinical Trial to Study the Effectiveness of a Care Bundle to Prevent Bleeding After a Woman Has Given Birth (E-Motive). This VEAT notice is to alert the market of the University of Birmingham intention to award a contract for supply of Brasss-V blood collection drapes via a sole source procedure and not through a competitive OJEU tender procedure. The University of Birmingham is undertaking a clinical trial in five low- and middle-income countries (LMICs) to test whether a care bundle is effective in preventing severe postpartum haemorrhage in women undergoing vaginal birth. One component of this care bundle is early detection of blood loss, which will require all women giving birth vaginally to use a Brasss-V blood collection drape. This allows the blood loss to be objectively measured. The trial design is a parallel cluster-randomised trial, with a baseline period followed by an intervention period. The trial will take place in 80 hospitals across five LMICs (Kenya, Nigeria, South Africa, Sri Lanka and Tanzania). During the baseline period all women delivering vaginally will do so using an non-calibrated Brasss-V blood collection drape, and in the intervention phase 40 hospitals randomised to the intervention will use calibrated drapes, whilst the remaining 40 hospitals continue to use the non-calibrated drapes. The University will now procure non-calibrated and calibrated Brasss-V blood collection drapes through a sole source route and not a competitive tender via OJEU as this instrument is the only instrument which provides the University with the following requirements: 1) Manufacture and shipment of 300 000 non-calibrated Brasss-V blood collection drapes to Kenya, Nigeria, South Africa, Sri Lanka and Tanzania. 2) Manufacture and shipment of 100 000 calibrated Brasss-V blood collection drapes to Kenya, Nigeria, South Africa, Sri Lanka and Tanzania. The calibrated drapes must have a clear yellow line at 300 ml and a clear red line at 500 ml. 3) The supplier must be willing to send a sample of a non-calibrated and calibrated Brasss-V blood collection drape to the University of Birmingham for assessment. This VEAT notice is alerting the market of the University’s intention to award a contract via a sole source procedure and not via a competitive tender via OJEU. The University intends to award a contract for the above once a 10 day standstill period has ended. The 10 day standstill period will commence from the publication of this notice in OJEU.
