Summary of the work Update, maintain C4ISR Applications Roadmap, C4ISR Applications Baseline and Implementation Change Log. Secretariat support Technical Change Committee. Manage, update, maintain the CIAS SharePoint Website and CIAS Interventions Log. Technical support Support development/dependency roadmap for NATO/FAS.  Identify options to deliver solution for specific interventions including technical options, appropriate funding, approvals route Specialist role Delivery manager Expected Contract Length 1 Year - Contract end date: 29 Sept 2021, extension option 6 months Latest start date Wednesday 30 September 2020 Maximum Day Rate £750 per day (Ex VAT) Travel and subsistence expenses to attend other sites will be payable from Corsham using current Civil Service T&S practices. Where possible, MOD Rail Warrants or the Travel Cell will be used. Travel to Europe may be required for NATO meetings Who Speclialist Work With The ASDT C4ISR Programme Manager requires a skilled specialist who is also willing to impart knowledge/advise. What Specialists Work On The C4ISR Information Services coherence work being undertaken by ASDT requires additional Technical Coherence Services support to meet the needs of the Mission(S) User community and to interact with NATO(S) users in coalition operations and/or exercises. There is a continuing opportunity to drive coherence across the deliveries by working together to deliver synergies within the application delivery space and requirements for supporting documentation. The existing Coherence Specialist requires support for the following coherence activities: • Governance structure coherence • Multiple road mapping of applications across different areas • NATO Interaction & Coherence • Intervention co-ordination • Intervention resolution activities Skills & Experience • Proven experience of working within a programme of similar size and complexity within MOD - 10 points • Workshopping; ability to lead small to medium sized groups of stakeholders to extract relevant information to feed into coherence work - 5 points • The ability to work under pressure and adhere to challenging timescales - 5 points • Proven organisational skills - 10 points • Strong analytical skills - 5 points • Excellent communication skills - 5 points • Reporting; ability to gather, analyse and present accurate, consistent messages to senior management boards - 5 points • Experience in working in a large-scale change programme - 10 points • Demonstration of working on a large-scale technical project / programme - 5 points • Must have previous experience of working with legacy systems - Operational deployed IT and Bearer Systems in particular – 15 points • Must have experience of interoperability, Installation and Integration Testing – 10 points • Must have appropriate SQWEP technical skills in the telecommunications and application areas – 15 points • emonstrate compliance with the controls required for a Cyber Risk Profile assessed as "Moderate" - THIS IS A PASS/FAIL. Reference No: RAR-2DMB4ZHE Nice to Haves • • Ability to understand coherence programme objectives and proactively manage this piece of work – 5 Points • • IT literate, with experience of Microsoft Office 365 including SharePoint - 10 points Work Location MOD Corsham - ASDT Westwells Road Corsham SN13 9NR Working Arrangments The Specialist will be required to work 2-3 days a week dependent on the workload Security Clearance Valid SC clearance must be in place prior to the contract starting and for the duration of the contract. Is there a current incumbent? No there is no current incumbent 2. What is SQWEP? Is it the same as SQEP? Suitably Qualified and Experienced Personnel - MOD terminology is SQWEP 3. "The specialist will be required to work 2-3 days a week dependent on the workload" - Can you please specify if this is 2-3 days on-site and the remainder working from home or if this is a part-time position? This is a busy role and is required to support the main cohesion contractor lead. The role is required for 2-3 days each week and is not full time. Due to COVID-19, working from home is possible, although depending on the Programme Manager, they may also be required to work at MOD Corsham, both of which are subject to approval. 4. Demonstrate compliance with the controls required for a Cyber Risk Profile assessed as "Moderate" - THIS IS A PASS/FAIL. Reference No: RAR-2DMB4ZHE.Can you please explain how this is assessed? Is NCSC Cyber Essentials certifications enough to meet this criteria? Yes the Cyber Essentials certification is what will be used to pass or fail this requirement. 5. Would you accommodate and earlier start date? Award of contract is planned for after the 16th September 2020 6. Is the requirement inside or outside or IR35? This requirement is outside of IR35. 7. If candidate doesn't have SC, will you sponsor the process? We would expect the successful candidate to have SC at start of the contract. As the contract is due to start from the 16th Sept the SC process would take longer than this. 8. 1 - RAR-2DMB4ZHE will fail an organisation that does not have Cyber Essentials Plus in place at the point of tender, regardless of whether it would be in place at the point of contract award.This seems unreasonable given that SC clearance does not have to be in place at the point of tender, would almost certainly take longer to arrange and to which there is little remedy if not granted to the specialist. Would the buyer consider tailoring RAR-2DMB4ZHE so organisations that are not currently Cyber Essentials certified but would be at contract award can bid for this work As this is an essential criteria for the initial evaluation of any potential bidder the Authority is unable to tailor the RAR-2DMB4ZHE to fit a specific bidder so that they will be able to bid for the work. 9. Will IT systems be provided for the specialist, i.e. a MODnet laptop that can be used off-site or they will be permitted to use MODnet computers on-site in Corsham, or will it be necessary for the specialist to use their own accredited IT system for this work? A loaned MOD laptop will be made available should the successful contractor require one. This is so they can access MODNET in order to fulfill their role.
